District Implementation Technical Assistance

In districtwide projects, CORE assigns a District Implementation Advisor. The Implementation Advisor is an expert who works closely with the superintendent and district and site administrators and coaches, and serves as the liaison to CORE. The Implementation Advisor provides the following services:

In the District

A designated number of days in the district (usually 2–3 days per month) to support the following:

  • Superintendent and cabinet planning and strategizing
  • Implementing Response to Intervention (RtI) and a three-tier model
  • Planning, developing, or fine-tuning literacy/reading plans with district leadership
  • Leading visits to established demonstration sites that serve as venues for administrators (principals/district level) and coaches to walk through classrooms, calibrate observations, mentor, and study implementation
  • Developing and implementing an assessment system, pacing calendars, intervention plans, and literacy activity calendars
  • Providing training in and review of program elements and routines with coaches, principals, and district literacy administrators (conducted at school sites)
  • Problem solving around implementation challenges
  • Mentoring and training of literacy specialists/coaches to effectively observe and provide feedback, conduct data study and team meetings, and provide model lessons
  • Data study, analysis, and planning for intervention at the school, classroom, and student levels. This will occur with district leadership as well as with site leadership and coaches.
  • Developing agendas, meeting notices, communications, and celebrations of success
  • Conducting board presentations and parent presentations
  • Performing regular implementation status checks

Outside the District

Preparing reports and analysis (from CORE)

  • Reviewing data and preparing analyses in preparation for data study sessions in concert with CORE Assessment, Research, and Evaluation staff
  • Writing memos and agendas as needed and planning events with district leadership
  • Preparing monthly status reports

Electronic and phone communication

  • Responding to e-mail queries and needs
  • Referencing Internet resources
  • Holding phone conferences for planning and coordination

Coordination of communication with other CORE team members

  • Managing internal communication with CORE Consultant team
  • Coordinating all CORE communication with district contact

Materials

  • Program Resource Packet containing a small group planner, pacing guidelines, observation forms, and assessment guidelines for selected programs (or for secondary, a secondary resource packet with walk-through forms and other observation tools)
  • School Implementation Resource Packet containing valuable tools such as a rubric for status of implementation and a literacy plan template (if not a participant in the Leader Institute)

Participant Outcomes:

  • Build capacity of site and district administrators to manage and monitor literacy instruction.
  • Facilitate district literacy planning, communication, and coordination.

Levels: K-12
Audience: The District Implementation Advisor works with the client representative who is managing the implementation of CORE services, the superintendent, and the superintendent’s leadership team.
Format: Combination of on-site and telephone contact. Format of further services is varied and depends on specific services provided.
